Can you try with the 'cuda_no_plan' debug flag?

I'm planning on doing this later in the month--the plan is that this
will allow us to get rid of both the current CPU and CUDA backends,
while ideally improving performance for both.
(That's also why I'm reluctant to invest much into the existing CUDA
code at the moment.)
