[PyCuda] [minor] pagelocked_empty args

Hi Andreas,

    The shape argument for numpy.empty() can be a scalar for creation of 1-D
arrays. If you refer to numpy documentation [in pycuda documentation]
probably the api should be the same. Not a big issue obviously.
