Ok, option 2 it is. I've put a warning into the installer, and 'import
pyopencl.reduction' is now a fairly verbose about what went wrong. In
addition, if someone writes a piece of software depending on PyOpenCL
and need reduction to work, they themselves can easily depend on
Mako. This sounds like a reasonable plan.
